This is a non native juvenile black rat skull. 
A1 condition means that this is a perfect specimen. 
We have a terrible influx of them plaguing our poultry, walls, guinea pig enclosures, up in the roof and chewing through wire enclosures. 
I use a catch and release trap to ensure I only cull non natives. Rats are quickly dispatched via cervical dislocation demonstrated to me to be as quick and efficient as possible by my veterinarian. No drowning, no baits and poison, nothing is left in traps for more than a few hours during the night as these traps are constantly monitored and in our sites. 
It may be a violation in your state to relocate a non native rat.
